The Orbital Skull is located on the map Orbital which is part of the Mythic map pack.

It is located on a ledge near the ceiling of the pit room. When standing on the rocket launcher spawn, it’s on the second ledge from the ground on the right hand side, above the lights. You will need to fly up to it in Monitor mode to reach it.
